Description:
• The successful candidate for this full-time contract position will report to the Lead, Purchasing Specialist, Woodland Project.
• The Senior Purchasing Specialist is accountable for the formation, development, execution and administration of Purchase Orders supporting the Woodland Project.
Responsibilities:
• Participating on cross-functional teams leading to the formation of new Purchase Orders.
• Providing direction to relevant disciplines as to documentation requirements.
• Working with the project team to develop the Purchasing strategy.
• Preparing the Purchasing strategy for approval by authorized personnel as per policy and following-up to ensure timely approval.
• Strategic planning for non-prioritized services.
• Sourcing of qualified suppliers for goods where required.
• Preparing a list of prospective bidders for the appropriate requirement and submit for review and input by project team.
• Maintaining liaison with project team to ensure the timely availability of scope, technical and other information for the preparation of tendering documents.
• Developing and issuing RFP/RFQ and standard Purchase Order documents in accordance with Legal policy, procurement procedures and Project Procurement Plan.
• Coordinating and facilitating all pre-bid meetings.
• Documenting questions & responses for clarifications posed during pre-bid meetings.
• Coordinating responses to clarifications submitted during the bidding process as per procurement procedure.
• Issuing addendums to tender documents as required.
• Arrange for the opening of sealed tenders for competitive bids ensuring adherence to sealed bid opening procedures.
• Conducting commercial analysis of competitive bid submissions.
• Preparing the bid tab summary and finalizing the documentation required for the recommendation to award.
• Coordinating and participating in all contract negotiation meetings.
• Creating and Issuing Award Recommendations for approval and authorization.
• Following-up to ensure timely approval to award.
• Upon receipt of the approval to award, finalizing the agreements and preparing the formal contract documents for signature.
• Administering the execution of the Purchase Order.
• Performing all facets of Post-Award Purchase Order Administration, including the review, negotiation and administration of changes to Purchase Orders (change orders/amendments), and claim resolutions.
• Supervising and directing responses to, and documenting of, all contractual correspondence related to Purchase Orders assigned to the Purchasing group.
• Coordinating with FCA's (Field Construction Controls Analyst) on operational activities affecting contractual rights and obligations, Purchase Order performance and administration.
• Providing Purchase Order interpretation for Enbridge employees directing the contractor's work.
• Performing close out of Purchase Order as per Procurement procedures.
• Includes ensuring all documentation is received and deficiencies are addressed.
Qualifications:
Education/Experience:
• Minimum of 8 - 12 years supply chain/procurement/contract experience preferably within the oil & gas construction industry or a combination of experience and education.
• Field Construction experience in Facilities and Pipelines.
• Experience with EPC firms.
• Preference will be given to those candidates possessing a PMAC accreditation, Business degree or diploma with specific education in the areas of Supply Chain, Commerce, and Business/Contract Law.
Qualifications (Required Knowledge, Skill and/or Ability):
• Solid experience in the formation/development and/or post award administration of complex Purchase Orders related to EPC capital construction, maintenance or service agreements.
• Solid experience in Field Construction on Major oil and gas projects.
• Solid working knowledge of EPC firms - process and functions.
• Commercial acumen to assess commercial arrangements and negotiate Purchase Orders.
• Poise and credibility to interface frequently with project managers, procurement managers, attorneys, internal business partners, and contractors.
• Sound knowledge of contract law including lien legislation.
• High level of discretion and confidentiality.
• Maturing negotiation skills.
• Sound knowledge and labor relations laws and union agreements.
• Ability to work as a team player alongside a project team.
• Excellent communication skills in both verbal and written formats.
• Ability to influence decisions and results without alienating people or being adversarial.
