Description:

• The successful candidate for this position has primary responsibilities for providing supervisory leadership in the contracting of services and materials for capital projects, engineering, system integrity and operations within Enbridge Liquids Pipelines in Canada.
• The incumbent ensures that department staff provides services that mitigate project and operating risks and achieve optimum lifecycle value, while maintaining the highest level of safety.


Responsibilities:

• Oversees contracting processes to ensure conformance with company governance, legal and audit requirements, utilizing policies and industry best practices.
• Oversees the overall formation, issuance, review and maintenance of a variety of contract documents.
• Prioritizes and assigns resources to provide functional expertise and deliverables to operations and projects.
• Proactively provides strategic advice to project management regarding contracting strategies.
• Coordinates pre-bid meetings, site visits, tender and bid-opening procedures, bid evaluations and preparation of awards documentation.
• Assures a high level of scrutiny and ethics is maintained throughout the contracting processes.
• Monitors overall spend dollars and focuses department efforts on areas of highest benefits through leveraging and standardization of opportunities.
• Maintains current knowledge of service market trends to support the needs of the internal customers.
• Establishes and oversees processes to ensure ongoing consultation with appropriate internal stakeholders (EH&S, Legal, Finance, Tax & Risk, SOX, Audit etc.).
• Establishes and maintains processes for assessing and tracking contractor performance and maintains current, prequalified supplier databases.
• Recruits, coaches, mentors, trains and develops direct reports.


Qualifications:

• Post secondary education that may include purchasing, engineering, finance/administration or logistics.
• A degree or professional designation in any of these discipline areas would be a definite asset.
• Progressive experience (preferably at least 5 years) managing procurement and contracts in the oil and gas industry / construction environment, including several years of supervisory experience.
• Highly knowledgeable in contracting practices, procedures and negotiations with the ability to develop, implement and evaluate effective supply chain practices.
• Highly effective interpersonal skills with proven ability to work with diverse groups and individual personalities (management, project teams, operations, stakeholders, customers, vendors, contractors).
• Strong planning, organizing, problem solving, decision making and negotiation skills, supplemented with a practical aptitude.
• Results orientated combined with strong communication and teamwork skills, and a proven ability to work in fast-paced, multi-project and operating environments.
• Ability to pro-actively influence events and to be assertive as required to obtain the best overall value for the company.
